An institute in HCM City will conduct new environmental impact assessments of two proposed power plants 6 and 6A that would reclaim 154ha of forested land in Cat Tien National Park in southern Dong Nai Province. The projects' investor has asked the Institute of Natural Resources and Environment under the National University in HCM City to conduct the assessment, after scientists recently discovered that the previous one had not been done properly. Assoc Prof Dr Nguyen Van Phuoc, the institute's director, was quoted by Tuoi Tre (Youth) newspaper as saying his institute would offer recommendations to stop the projects if they find that the plants would cause environmental damage. Dr Vu Tien Loc, President of the Vietnam Chamber of Commerce and Industry (VCCI), the representative of the Vietnamese business community, said many companies complain that borrowing procedures applied by banks are beyond their means. Even when the Government applies preference policies, only 5-10 percent of small and medium enterprises (SMEs) are lucky enough to successfully borrow. According to recent surveys by the Vietnamese Ministry of Planning and Investment, only a third of SMEs can access bank loans, a third have difficult accessible, and a third are unable to approach the capital source. The current Lim Festival is very bustling, attracting thousands of visitors. Quan ho is sung everywhere from houses to boats. People, including cultural experts, are optimistic about the development of Quan ho. Traditional Quan Ho doesn’t employ microphones. But it is really difficult to find a real Quan ho show which is organised according to traditional procedures. We came to Dang Village when the Lim Festival was about to end and were welcomed warmly by Mrs. Hai Quynh. At 7pm, we went to the village pagoda. After the incense thurifying ceremony, guests started their performances. They were young ca tru singers from the Thang Long ca tru club and young calligraphers from the Vietnam Cultural Preservation Company. The traditional Quan ho show began at past 8pm.
